It has been frequently stated in the existing researches that privatebased social works, co-operative movements, and philanthropy were developed as a consequence of Taisho Democracy whereas the state bureaucracy under the late coming capitalism which was seemingly inherent in Japan successfully capitalized on the voluntarism of these social organizations. However, they were politically embedded in the imperial regime as the total war systems were organized. The tradition of voluntary associations reemerged in the occupation period of allied nations, being modified by the New Dealers of GHQ.
