In order for self-help and mutual aid to be effective in the event of a disaster local disaster preparedness is important and it is necessary to cultivate disaster preparedness on a daily basis. In other words Tama New Town is expected to become a resilient community that has the ability to anticipate withstand and overcome disasters. Tama University and local residents (Renkoji and Hijirigaoka Community Welfare Promotion Committee) jointly conducted a disaster response game called “Crossroads Game”. The purpose of this paper is to verify the effectiveness of the Crossroads game in building a disaster-resilient community among local residents from the perspective of a soft systems approach.
