The reason is that there exist some mismatches among labor markets, especially between the employment market of large companies and that of small and medium sized companies. The persons who want to get jobs desire to work in large companies, then small and medium sized companies suffer. In the Tama area in Japan, however, even the small companies can employ labor force easily. The mismatching among the labor markets does not occur.
