In addition, the obligations of the remote observer, manufacturer, passenger, and owner are discussed, based on a comparison with the guidelines of the Ministry of Land, Infrastructure, Transport and Tourism and the report of the National Police Agency. From each of these obligations, we examined whether criminal liability could actually be imposed, and as seen in Examples 1 and 2, we got an answer to the question of whether remote monitors and passengers are subject to criminal liability, which is a major concern for (operators and manufacturers).
