In Japan the government has been trying to promote global human resources at higher education levels: however, it seems that there are two major problems: One is a relationship between English and global human resources, and the other is a usage of internationally standardised tests. In Kazakhstan where a trilingual policy has been implemented involving Kazakh language, Russian and English, education is structured in such a way that all children and young people may hope to acquire functional competence in all three languages by 2030. The key to success of this policy depends on higher education reform led by Model Universities and schools.
